The officers of the Board shall be a Chairman and Vice-Chairman, who shall be elected from the five voting members of the Board by a majority vote of the Board and shall serve for one year. The officers shall be elected annually at the first regular meeting in the month of January. The Chairman shall preside at the meetings; in his absence, the Vice Chairman shall preside. The Board shall appoint such other officers as it deems necessary. Three voting members of the Board shall constitute a quorum for the transaction of business.
