The Parks and Recreation Board shall hold meetings at a regular scheduled place and time and at such other times as may be determined to be necessary in the judgment of the Chairman or upon application to the Chairman by at least two members of the Board. Notice of each special meeting shall be given to the members personally, or by telephone, or left at their residence or usual place of business at least twenty-four hours prior to the time of the meeting, unless the member shall specifically waive notice in writing or by actual attendance. All meetings of the Board shall be public.
