The Parks and Recreation Board shall be an advisory group to the Parks and Recreation Director. As an advisory group, the Board shall seek to provide a year-round recreation program for children, young people, men and women, in all walks of life; seek to provide recreational activities to the maximum benefit of the residents of the City; and seek to provide the building of the total community recreational program into and around the public and private organization concerned with public welfare, education and family relations.
