The Parks and Recreation Board shall consist of five persons, who shall be appointed by the Mayor subject to the approval of Council by a majority vote of its members. All members of the Board shall serve for terms of three years with the exception of the original appointments by the Mayor following the enactment of this section. The Mayor shall stagger the original appointments of the Board members for one, two and three year appointments. The members of such Board shall serve without pay. A member's nonattendance at three meetings in any calendar year shall be grounds for removal from the Board by the Mayor, unless the Mayor approves the absence(s) of the member. Vacancies in the Board occurring otherwise than by expiration of term shall be for the unexpired term and filled in the same manner as original appointments. All members shall reside within the corporate limits of the City.
