Whenever the City Engineer has determined that there has been a violation of this chapter or has reasonable grounds to believe that a violation has occurred, or whenever the City Engineer has condemned any structure or equipment under that provisions of Sections 1355.01 to 1355.02 notice shall be given to the owner or the person or persons responsible therefore in the manner prescribed below.
