When a structure or part thereof is found by the City Engineer to be unsafe, or when a structure or part thereof is found unfit for human occupancy or use, or is found unlawful, he may condemn it pursuant to the provisions of this chapter and may placard and vacate it. It shall not be reoccupied without the approval of the City Engineer. Unsafe equipment shall be placarded and placed out of service by the City Engineer.
