1111.03 C-3 DESIGN REVIEW COMMITTEE.
   (a)   Establishment. There is hereby established the C-3 Design Review Committee, designated by the Mayor and confirmed by Council. The Mayor shall appoint five regular members to perform the duties outlined in subsection (e) below. The Mayor shall also serve on the Committee as a nonvoting ex-officio member.
      (1)   Regular Members. Two of the regular members shall be appointed by the Bryan Area Chamber of Commerce, one regular member shall be a Williams County Commissioner, one regular member shall be the Zoning Administrator for the City and one regular member shall be the City Engineer.
      (2)   Alternate Members. The Mayor may designate additional members as alternates to the regular members. In the event a regular member is absent for any reason or has a conflict of interest with respect to a proposed project under review, an alternate member shall be designated to serve during such absence or such conflict of interest. When serving the place of a regular member of the Committee, an alternate member shall have the same powers and perform the same duties as a regular member of the Committee.
      (3)   When appointing the membership, and when feasible, an effort shall be made to appoint members who have training or experience in aesthetics or design within the fields of architecture, architectural history, historic preservation, planning or a related profession.
 
   (b)   Composition and Terms. Other than the County Commissioner, Zoning Administrator and City Engineer, all other members shall be residents of the Bryan School District. The members shall be appointed for terms of three years, except that for the initial appointment, three of the members shall be appointed to two-year terms and two of the members shall be appointed to three-year terms. In the event that a vacancy occurs during the term of any member, his/her successor shall be appointed for the unexpired portion of the term.
 
   (c)   Quorum. A quorum shall consist of three members. Any action taken by the Committee on any matter shall be effected by the concurring votes of at least three members.
 
   (d)   Meetings. The C-3 Design Review Committee shall adopt rules and regulations in accordance with this Planning and Zoning Code as may be necessary to put into effect the powers and jurisdiction conferred herein. The Committee shall hold meetings as needed. The Committee shall keep a record of its proceedings and decisions. The chairperson may call additional meetings at such other times as determined necessary. All meetings of the Committee shall be open to the public.
 
   (e)   Powers and Duties. For the purposes of this Planning and Zoning Code, the powers and duties of the C-3 Design Review Committee shall be as follows:
      (1)   To review and make recommendations to the Planning Commission regarding development plans for any proposed construction or modifications in the C-3 district, pursuant to the procedures set forth in Chapter 1183.
      (2)   To review and act upon applications for certificates of approval as required by Chapter 1181.
      (3)   To review and act upon applications for signs proposed in the C-3 District pursuant to the procedures set forth in Chapter 1163.
   The C-3 Design Review Committee shall evaluate development plan review applications and applications for certificates of approval in accordance with the design criteria set forth in Section 1155.10; and sign applications in accordance with the supplemental regulations for signs in Section 1163.13.
