925.02 PERMIT TIME LIMIT; EXTENSION OF TIME; NONRETURNABLE PERMIT FEE.
   (a)   The permit, when signed by the Zoning Administrator, shall be applicant's authority to connect or disconnect the public sewer and it shall be valid for one year with the exception of the City's public sewer causing the failure of the applicant's sewer, the permit and inspection fee for residential, commercial and industrial connections or disconnections to the sewer system in Section 929.03(d) is not refundable even though the sewer permit is not used to connect or disconnect a sewer.
 
   (b)   A tap charge shall be charged to any new user who heretofore has not been assessed for the cost of or has not paid in any way for the sanitary sewer.
      (1)   Residential. For a residential lot of any size, the property owner shall pay a flat charge as established by City Council.
      (2)   Commercial and industrial. Commercial and industrial users shall pay a flat charge as established by the City Council and contained in the Engineers’ permit schedule.
