923.03 RIGHT OF ENTRY.
   In the event that the Superintendent of the Sewage Treatment Plant or any other duly authorized employee of the City, bearing proper credentials and identification, is denied entry upon any property for the purpose of inspection, observation, measurement, sampling and testing, then the Superintendent is hereby empowered to forbid sewage or material of any nature from being discharged into the public sewers from such property. However, the Superintendent shall give notice to the person of his intention to so inspect the premises, which notice shall state the time, which must be a reasonable time, for the inspection.
