The position of Superintendent of the Sewage Treatment Plant is created. He shall be employed by Council. His salary shall be fixed by Council and shall be paid from the Sewer Fund. He shall at all times be an employee of the City and shall hold his position at the will of Council. He may also be an employee in other work for the City at the direction of Council. The Superintendent shall have charge of the operation and maintenance of the Sewage Treatment Plant, under direction of Council.
