Council shall not consider for passage an ordinance vacating a street, alley or other public way until the signatures of the City Engineer, Street Commissioner and Director of Utilities are endorsed on the plat or map required by Section 907.02, or until, by separate writing, the City Engineer, Street Commissioner and Director of Utilities certify that City utilities or easements therefor will not be harmed by the vacation.
