(a) Council shall not consider for passage any ordinance vacating a street, alley or other public way unless there is on file with the Clerk-Treasurer a map or plat of the territory sought to be vacated.
(b) The map or plat required shall be prepared by the City Engineer. Such map or plat shall depict as much territory surrounding the proposed vacation as is deemed necessary by the Engineer, and shall show the ownership of the surrounding territory.
