Each person desiring a license shall make written application to the Mayor, who shall cause an investigation to be made by the Police Department of the record and reputation of the applicant. If the applicant has a good reputation and record, the Mayor shall issue a license for the current year upon payment of an annual fee of ten dollars ($10.00). Such license is not transferable and shall expire on December 31 of the year in which the license is issued.
