(a) The position of Civil Engineer/Inspector is hereby established. The Civil Engineer/Inspector shall be appointed by the Service Director and shall serve on a full-time basis.
(b) The Civil Engineer/Inspector shall be a graduate of a four-year college or university with a degree in civil engineering; have knowledge in construction; inspection and maintenance of public works projects; topographic surveying; drafting of preliminary and final designs; and preparing time and material estimates.
