(a) There is hereby established the position of City Engineer. The City Engineer shall be appointed by the Director of Public Service. The City Engineer shall report directly to the Director of Public Service. He shall, when required to do so by the Director, render such advice, consultation services of other engineering and surveying work as may be required and perform such other work as the nature of his professional competence and training may require.

(b) The City Engineer shall serve on a full-time basis. He shall qualify for office pursuant to Ohio R.C. Chapter 4733, and shall possess a degree in engineering and shall be a registered engineer in the State.
