The Building and Zoning Inspector shall not issue a permit for the erection of any new living unit within the City until the applicant therefor has exhibited to him a permit granted by the County Health Department for a private sewerage disposal system or by the County Sanitary Engineer for a connection to a public sewerage disposal system for the service to the living units for which a building permit is sought. The Inspector shall not issue a permit for the erection of any new living unit unless he is reasonably satisfied, after thorough investigation and consideration, that the supply of potable water required by Section 1478.01 will be available. In making such determination, he may take into consideration any facts known to him or ascertained by investigation concerning the past record of the proposed system or source of water supply to provide adequately for the units which currently make use thereof and any other factors which would influence a person of sound and reasonable judgment. The burden of satisfying the Inspector of the adequacy of the water supply shall be on the applicant for a permit.
