1478.01 ADEQUACY OF SUPPLIES OF POTABLE WATER AND SANITARY SEWAGE DISPOSAL FACILITIES.
     (a)    Each living unit constructed in the City shall be provided with an adequate supply of potable water, connected to the required fixtures, and shall be supplied by an adequate public or private water supply system.
   (b)    Each living unit constructed in the City shall also be provided with an adequate system for disposal of sanitary sewage, which system shall in turn be connected to an adequate public or private sewerage system or disposal field.
   (c)    In no event shall any private water supply system, sanitary sewerage system or disposal field be used if a public system is reasonably available to the premises upon which the living unit or units are to be erected.
   (d)    As used in this section, "adequate" means sufficient, in the reasonable judgment of the County Health Department, to prevent the development of a public health hazard.
   (e)    As used in this section, "public" means a system owned or operated by the City, the County or any other governmental agency or entity, as distinguished from an individual plant, system or disposal field not owned or operated by such governmental agency or entity.
