(a) The appeal of any person adversely affected by any order, requirement, decision or determination of the Commissioner of Air Pollution Control shall be heard and decided by the Appeals Board. Such appeal shall stay the enforcement of an order or the sealing of the equipment unless the Commissioner determines that there is an immediate danger to human life, health, safety, welfare or comfort.
(b) Any appeal from an abatement order under Section 1462.09 shall be filed within ten days after receipt thereof.
(c) Any person adversely affected by a decision of the Appeals Board may obtain judicial relief as provided by law.
