(a) If any excavation or opening is at any time unbarricaded or unlighted, the Police Division or the Building and Zoning Inspector may cause such barricading and lighting to be done. Any cost in connection therewith for time, labor or material shall be charged to the deposit provided for in Section 1020.03(a), and the City shall be reimbursed therefor.
(b) Each excavation or opening shall be repaired and the pavement or surface thereof restored to its previous condition within a period of one week from the commencement of such opening or excavation, unless the person responsible therefor obtains from the Building and Zoning Inspector, in writing, for good and sufficient cause, a permit extension. If such opening or excavation is not filled and completed within such one-week period, the Inspector may have such work performed, and the cost thereof shall be charged to the deposit provided for in Section 1020.03(a).

(c) All private contractors working on any collector street on any nongovernmental project shall be required to have a minimum of one uniformed City of Brunswick police officer direct traffic while work is in progress. Private contractors shall make arrangements with the City of Brunswick to comply with this section and such contractors shall be responsible to the City of Brunswick for all costs associated with this section.
