A license with photograph attached, as provided in Section 840.11 of this chapter, shall be carried by each private investigator at all times while on duty in the City in order to identify him or her to the Division of Police and to show that he or she has been qualified to the satisfaction of the
City Manager/Safety Director
. Each private investigator shall, upon demand of a policeman of the Division of Police, exhibit his or her license for inspection.
