Upon submission of the photographs required by Section 840.10(a)(1) of this chapter, the City Manager/Safety Director shall:
(a) File one photograph with the Division of Police;
(b) File one photograph in the office of the
City Manager/Safety Director
; and
(c) Attach one photograph to the applicant's license in such a manner that it cannot be removed or detached without detection.
