The City Manager shall make a written return to the County Auditor of his or her action under Sections 675.02 and 675.03, with a statement of the charges for the City's services under Section 675.03, the amount paid for the performing of such labor, the fees of the officers who made the service of the notice and return and a proper description of the land in question. Such charges, amounts and fees, when allowed, shall be entered on the tax duplicate, shall be a lien upon such land from the date of entry and shall be collected as other taxes and returned to the City with the General Fund.
