No owner, lessee, agent or tenant having charge of land referred to in Section 675.02 shall fail to comply with the notice required by such section. In case of a failure to so comply, the City Manager shall cause such noxious weeds to be cut and destroyed or such litter to be removed, and may employ the necessary labor to perform the task. All expenses incurred shall be paid out of moneys in the Treasury of the City that are not otherwise appropriated.
