Except with respect to special franchise provisions established pursuant to § 111.020, any franchise granted is hereby made subject to this chapter. Terms and conditions in this chapter applicable to any particular subject matter do not preclude additional terms and conditions in a franchise agreement on the same subject, unless those terms or conditions of the franchise agreement would necessarily conflict with those of this chapter. Nothing in this chapter shall be deemed to waive the requirements of other ordinances or codes of the grantor regarding permits, fees to be paid or the manner of construction.
