(a) Before receiving a permit for any work requiring excavation in any street, the person desiring to make such excavation shall obtain from the office of the Municipal Manager the required permit for such work, and shall agree to comply with all requirements of the Municipal Manager covering the opening of such streets.
(b) Where a new sewer is being built in the street, the contractor for such sewer shall take out applications and permits for each house sewer connection that he may be employed to lay.
