(A) Members of Council shall be elected at nonpartisan elections to be held at the times and to be otherwise conducted in the manner provided by the election laws of Ohio, unless otherwise provided for in this Charter.
(B) The Council may, by a two-thirds vote of its members, at any time, order a special election by ordinance or resolution, the purpose of which shall be set forth in the ordinance or resolution; and which may include the referral of a proposed or pending ordinance or resolution to the voters for their approval or rejection.
(C) All regular and special elections conducted on issues shall be conducted in the manner and at the times provided by the election laws of Ohio, except as otherwise provided in this Charter.
(D) The provisions of the general laws of Ohio pertaining to write-in candidates shall apply under this Charter, except that no provision shall be made for writing in the name of a candidate unless fewer persons have been nominated by petition, as provided under Section 9.01 of this Charter, than there are members of Council to be elected.
