No golf cart shall be operated on or at the following:
(A)
Any state highway or portion thereof, except to cross a state highway by traveling on a town street perpendicular to the state highway at a location where the town street intersects with the state highway.
(B) Any sidewalk, trail, pedestrian bridge, or path, not specifically designated for use by a motor vehicle.
