(A) The uses which shall be subject to regulations governing a special use permit are listed for each zoning district.
(1) Zoning permits, certificates of occupancy, site plans, and other reviews and approvals required by this chapter are required for special uses in the same manner for other uses. No zoning permit, or certificate of occupancy for a building devoted to a special use, shall be issued unless a special use permit has been approved.
