It shall be unlawful for any person to operate, or for the owner of a vehicle to knowingly permit the operation of, upon the streets or highways of the town, any resident for-hire motor vehicle, trailer or semitrailer without having first obtained for the motor vehicle, trailer or semitrailer a local for-hire license plate in accordance with this subchapter.
