The Board of Zoning Appeals shall adopt the necessary rules to conduct its affairs and establish meeting dates. All meetings of the Board shall be open to the public, and a public record of all findings and official actions shall be maintained. The concurring vote of 3 members of the Board shall be necessary to reverse any decision of the Administrator or his or her authorized representative, or to decide in favor of the applicant on any matter upon which it is required to consider under this chapter.
