§ 30.05 SPECIAL MEETINGS.
   The Council may be convened at any time upon the call of the Clerk/Treasurer at the instance of the Mayor or any 3 Council Members, in writing. A minimum of 12 hours’ notice will be given to the other members of the Council of the purpose, place and time of any special meeting. Special meetings may also be held at any time without notice, provided that all members of the Council are present. No business will be transacted at any special meeting which is not stated in the notice calling the special meeting, unless all members of the Council attend the meeting or waive notice of the meeting. However, in the case of an emergency by a quorum of the Council, a special meeting may be held to handle emergency matters.
