(A) Improvements or alterations of property within the cemetery will be under the direction of, and subject to the consent and approval of, the Superintendent of the cemetery. He or she will have the right to remove, to alter or to change improvements or alterations at the expense of the property owner.
(B) All grading, landscaping and improvements of any kind and all care of property will be done with the consent and direction of the Superintendent of the cemetery. Trees, shrubs, grass and herbage of any kind will be planted, trimmed, cut, pruned or removed in the manner prescribed in this section.
(C) No work will be done on property as described in divisions (A) and (B) of this section except by employees of the town.
