Every house or building used as a human habitat which abuts on a street or an alley in which there is a public sanitary sewer, or is within 200 feet of a public sanitary sewer, will be connected with a sewer by the owner of the premises in the most direct manner prescribed by the Director of Public Works. There shall be a separate connection for each house or building and a separate connection for each tenant or family.
