§ 152.54 ALLEYS.
   (A)   The use of alleys within developments in the town shall generally be discouraged.
   (B)   Where alleys are requested by the owner and approved by the Plan Commission, the following standards shall apply:
      (1)   Alleys serving business, industrial or manufacturing zoning districts shall have a right-of-way of not less than 20 feet in width;
      (2)   Alleys serving residential zoning districts shall have a right-of-way of not less than 15 feet in width;
      (3)   Dead-end alleys shall be avoided wherever possible. If a dead-end alley cannot be reasonably avoided, a turnaround facility shall be provided as determined appropriate by the Plan Commission; and
      (4)   Alleys shall be constructed to the same standards for grade, depth and materials, as required for the minimum streets permitted within the plat.
