No subdivision plat shall be approved by the Plan Commission unless it is in conformity with the following standards and requirements, which shall be deemed to be minimal standards, and whenever the applicable standards and requirements of the town’s Zoning Ordinance or of any other governmental unit or agency having jurisdiction thereof are higher or more restrictive, the intended improvements shall conform to or exceed the higher or more restrictive standards and regulations.
