(A) Any plat which proposes the utilization of private wells or private septic systems to serve individual lots shall file a water and septic feasibility analysis. This analysis shall provide information on drinking water availability or the suitability of the soils to provide for a septic system, as appropriate, in a manner prescribed by the County Board of Health and the State Department of Health.
(B) Tests shall be conducted at a rate of not less than:
(1) For water availability: major or minor subdivisions, 1 test per each 10 lots in a secondary plat, at appropriate locations.
(2) For septic suitability:
(a) Major subdivisions. Not less than 1 test per each 10 lots in a primary plat, at appropriate locations, and 1 test on each lot in a secondary plat; and
(b) Minor subdivisions. One test per each lot in a primary plat.
(C) The location of the test sites shall be indicated on a plan of the subdivision.
(D) No secondary plat shall be approved unless the water and septic feasibility analysis which is filed with the Plan Commission indicates that acceptable levels of water availability and soil suitability exist within the area subject to the plat.
