The secondary plat shall not be approved and released for recording until:
(A) All construction plans have been finalized and proof of financial responsibility and/or other assurances for improvements and installations have been provided; or
(B) All improvements have been completed, inspected, approved and accepted for maintenance (if applicable) in writing by all appropriate county and other appropriate authorities.
