(A) No site work shall begin nor improvements be installed on the site of the proposed subdivision until the final construction plans have been reviewed, approved, signed and dated by the appropriate governmental departments or agencies, and filed with the Plan Commission.
(B) All construction plans shall be completed, reviewed and approved by all appropriate governmental departments and agencies. Final construction plans shall be stamped and approved by the reviewing department or agency, dated and signed by the appropriate governmental department or agency, certifying engineer (if applicable) and developer on the front page of the plans.
(C) No changes shall be made to the final approved construction plans without the review and approval of the appropriate governmental departments or agencies. Amended construction plans shall be reviewed, approved, signed and dated by the appropriate governmental departments or agencies, and filed with the Plan Commission.
