No plat, replat or subdivision of land located within the legal jurisdictional area of the Plan Commission, as now or hereafter established, shall be recorded until the plat, proposed improvements and all procedures relating thereto (including provision of appropriate surety for or the installation, inspection and approval of all required improvements), shall in all respects be in full compliance with the regulations hereinafter contained in this chapter.
