It shall be the duty and responsibility of the owner or occupant of property adjacent to any sidewalk in the town to remove, or cause to be removed, snow and ice on such sidewalk. The owners or occupants of such property are encouraged to complete the removal within a reasonable time after the ice and snow has accumulated on the sidewalk.
