§ 54.03 STORM WATER MANAGEMENT.
   Storm water management for the town shall be under the authority of the Brooklyn Town Council. The Town Council shall have the authority to do all acts and execute all documents necessary to fulfill the provisions of this chapter, including but not limited to, the following:
   (A)   Solicit bids and let contracts as necessary to fulfill the requirements and purposes of the storm water program.
   (B)   Make and enforce such bylaws and regulations as may be necessary for the safe and efficient management of the storm water program.
   (C)   Establish a user fee after giving public notice and modifying the fee as may be appropriate.
   (D)   Provide for billing and collection of any fees imposed.
   (E)   Reimburse the town for additional overhead, including the cost of additional wages and benefits, office furnishings and supplies, accounting and other professional fees, and any other expenses which are reasonably related to the administration or enforcement of these provisions.
