Bills shall be due monthly. If paid on or before the fifteenth day of the month following the month in which service is rendered, the net bill shall be the amount to be paid. If not paid by the fifteenth day of the month, the gross bill, which includes the collection charge, shall be the amount to be paid. When the fifteenth day falls on Sunday or any other legal holiday, the first business day thereafter shall be added to the 15-day period.
