Bylaws, rules and regulations. The Board of Trustees of the town shall, in accordance with the statutes of Indiana, make and enforce whatever bylaws, rules and regulations it may deem necessary for the safe, economical and efficient management of the town's sewage works, for the regulation, collection and refunding of the user charges for sewerage service and, in general, for the implementation of the provisions of this subchapter.
