§ 51.06 EFFECTIVE DATE.
   The foregoing revised rates and charges contained in §§ 51.01 through 51.05 became effective with the billing period of December 15,1999, through January 15, 2000 and reflected on the customer bills due and payable on or before February 15, 2000.
