(A) Customers with sewer flow meters will be billed an excess system flow surcharge of $1.12 per 1,000 gallons of excess average sewer flow for each billing period. The excess average sewer flow is to be determined by the following formula:
* All actual, minimum and assumed usage is subject to the Wastewater Tracker as set forth in § 51.08.
(B) No credit will be provided if the excess average sewer flow is less than 0.
