(A) Hereinafter any user of the town water utility who causes damage to his or her meter by applying heat to the meter shall have the cost of any damage to the meter added to his or her monthly water bill.
(B) In case of damage to a water meter, the owner may be required to reimburse the town for the expense of repairing the meter or for the expense of a new meter, the decision to repair or to replace being that solely of the Town Utility Superintendent and the Town Council.
