   (A)   Unmetered flat rates. Where it is not practical to meter the monthly water supplied, the unmetered user’s consumption shall be estimated by the water utility superintendent and billed in accordance with the above metered rates.

   (C)   Late fees. 
      (1)   Monthly bills that remain unpaid for a period of 15 days are subject to a late payment charge of 10% of the first $3.00 plus 3% on the balance of the bill. Payments of the bill must be post-marked or in the night deposit on or before the fifteenth day or the penalty will be added to the bill.
      (2)   Bills must be paid by the last day of the month or the water service will be subject to disconnection.
   (D)   Meter deposit.

      Larger than 3/4" connection shall be the cost of labor and materials, including meter and installation, but not less than $700.
   (F)   Reconnect fees and trip charges.
      (1)   Trip charges.
         (a)   For purpose of this section, a TRIP CHARGE shall be the amount charged by the town each time a utility employee, with respect to a water or electric customer, connects or disconnects service, either at the customer’s request, because of non-payment of amounts due, or noncompliance with other utility rules or policies.
         (b)   The normal trip charge is $20. Utility service visits occurring between the hours of 8:30 a.m. and 3:00 p.m., irrespective of the reason, will be charged the normal trip charge.
         (c)   An after-hours trip charge, in the amount of $75, will be charged to customers who request the town provide utility service at their home or business after-hours. AFTER-HOURS shall mean:
            1.   Monday through Friday prior to 8:30 a.m. or after 3:00 p.m.;
            2.   Between 3:00 p.m. on any Friday and 8:30 a.m. on the following Monday; or
            3.   During any time town utility employees are off-duty during a holiday recognized by the town.
         (d)   A customer who needs service, no matter the time, because of conditions or failures attributable to the town’s systems or facilities will not be charged a trip charge.
         (e)   When circumstances require or allow water and electric service to be discontinued or re-established at the same time (in the same trip), the town will only charge one trip charge.
      (2)   Reconnect fees. A customer whose water service is discontinued because of non-payment, in addition to the applicable trip charge, will be charged a reconnection fee, in the amount of $20 to reimburse the town’s administrative costs related to non-payment.
