(A) All checks or bank drafts issued to the town for payment of accounts receivable by the town or its utility departments, which are returned as unpaid for insufficient funds, shall hereafter be subject to a fee known as the NSF fee of $35 per item so returned.
(B) This charge shall be added to the account of any maker having a check returned for insufficient funds.
(C) The NSF fee may be recovered by the town by any other remedy as provided by law.
