§ 31.08 TAXES.

The Park Board shall have no authority to levy taxes of any nature, and the Town Council reserves the exclusive authority to levy taxes on the taxable property of the town to pay for park property and for its improvement, or to borrow money or issue bonds for the purchase or improvement of the parks.
