The Park Board shall have the control and management of appropriated funds of the park grounds, park buildings and all facilities and youth programs. Subject to budgetary restraints, they shall employ persons as necessary to properly carry out the function of the Park Board so that park facilities will be available to citizens of the town for recreational activities.
